SECRET plans by cocky English civic leaders to stage a World Cup victory parade are revealed today - 50 days BEFORE the final.
Civic bosses in London are drawing up proposals for a massive bash - despite the Auld Enemy last winning the tournament 44 years ago.
The event would bring the city to a standstill - IF Fabio Capello's squad manage to triumph at the final in South Africa on July 11.
City of London officials are believed to have started negotiations with other local authority bosses over the celebration by Wayne Rooney annd Co.
It's thought transport and police chiefs will also be involved in deciding where and when would be most suitable for a parade. Last night one insider said the procession would "eclipse anything seen before." The source added: "Planning officials have to prepare for events like this months in advance - even if they are just a possibility.
"Traffic, police and routes have to be planned. Thousands of fans would line the streets to celebrate the cup being won by England for the first time in more than 40 years."
One City of London source added: "It's usual in this kind of situation that something will be in place, but nothing is concrete."
England kick off their group matches against the USA on June 12. They also face Algeria and Slovenia in their bid to reach the last 16. Last night Scotland fans scoffed at the parade proposals. Tartan Army spokesman Hamish Husband said: "The street party is already planned for when England get put out. The Tartan Army is a modern set of football fans, and we wish our closest neighbours all the best - we just wish they lose every game."
Supporter Tam Duddy, 30, a painter and decorator from Motherwell, said: "The arrogance is unbelievable.
"A ball hasn't been kicked in the World Cup, yet England are already preparing to celebrate winning it. It's a joke. I just hope they get knocked out as early as they can."
The City of London Council last night declined to comment.
Westminster City Council said it would be "delighted to help" if asked by England footy chiefs.
It's understood English FA bosses were NOT aware of any discussions involving the proposed party.

This man was right because England didn´t win the World Cup, but Spain won in South Africa, Holland 0-Spain 1. Arrogant English isn´t over. However, the Scots are very sensitive with the English and, like in other countries, sometimes, the English Football Association, the media and everyone that lives of football do campaign of this kind of events months before. As we have talked, the football world moves a lot of money, that is, millions of euros. Then, companies need to begin early and they move all resources that they can.
Spanish media said that cocky England had possibilities of winning this World Cup of football, but it will be in other opportunity because Croatia beat it. Then, the stage to celebrate "its winning" will be in Scotland. I suppose that the parade could be in Scotland, in any case. I´m afraid that you will have to celebrate it, although puts out you. I am so glad that England failed to make it to the final. Their games were boring and they were lucky to have poor opposition in the group stage. But they are being hailed as heroes now. It's all way over the top.
